Hey, just came across this project! I am working on parcel-css. So far, most of autoprefixer and postcss-preset-env (at least the parts that don't require JS) are working, along with a minifier (including calc reduction). I plan to implement CSS modules, and am currently working on the CSS OM and CSS Typed OM specs as the JS API. It reuses the cssparser and selectors crates used in Firefox, with value parsing for each property, which is pretty different to how PostCSS works. This looks like a much closer port. Anyway, if there's any way we could collaborate, let me know! 😄

Yeah we would like to collaborate, we are going to reuse minifier of parcel-css for now.
