Allow disable sending events in configuration #9

Basically, it would be nice to have an enabled option that defaults to true, but can be set to false that disables sending any event. Similar to how the localhost logic works, but adjustable for the consuming project.

Context

We are currently trying out Plausible as a replacement for GA at System76. Aside from localhost development, we also have a staging environment that we don't want to track. This environment has a full domain and is used by multiple teams to review code before going into production. It would be awesome if we could disable plausible from sending any events in staging, but still include the functions so we don't have to wrap all of our event sending code.

Possible Implementation

From a quick look, it would probably just adding an enabled bool to PlausibleInitOptions and checking that in sendEvent
