Description of problem

The platformio install framework-arduinoespressif32 always fails when attempting to download. This is due to the large size of the 240MB file, making it difficult to complete the download process from China. If the file does not download from the beginning every time, it will be successfully downloaded.

Feature request

The platformio installation program supports resuming downloads, particularly for large files.
