Publish a first version to PyPI #73

To ease with maintenance, we should consider releasing the plugin to PyPI.

We likely need to fix the versioning first:

tljh-repo2docker/setup.py

Line 5 in c42f08a

version="0.0.1",

This will also help with #71

The idea is to publish a first version to PyPI, before merging open PRs such as #69, which might affect some deployments.
