Wallet, one-peer-neutrino, can go into bad state if the pktd instance is not synced #7

Blockchain sync gets stuck for some reason - pktd gets stuck and then - neutrino freaks out and spews error logs - thousands of filterblocks don't match

Will probably be fixed by --usespv

@cjdelisle Haven't seen this behavior in lots of recent testing - probably safe to close.
