Consider start and end date, and masthead in native users import/export

Currently we do not export and import users roles history, start and end date, as well as masthead. The user and roles import/export needs to be adapted to consider this too.
This way it is possible to import user roles history.

Hi @asmecher, can this change still go to 3.5.0 ?
Else, at least masthead in user_user_groups table we should per default set to true in the native user import.
