I have so far discovered one service which will do this for you, but only for PRs:

https://github.com/apps/auto-assign

It exists both as open source, which we could theoretically self-host, and as a Github App which we could integrate with.

based on the code here, it seems like we could probs either use it, or write something that runs on pws that would do this for us? https://github.com/evertonfraga/probot-auto-assigner
