The ubuntu:xenial docker image contains python 3.6, which is EOL. The image should be based on ubuntu:mantic instead

We have created an issue in Pivotal Tracker to manage this. Unfortunately, the Pivotal Tracker project is private so you may be unable to view the contents of the story.

Hey! We are working on bumping our docker images to be based off of jammy. The PR for it is here: #977
