Pre-create a v2 database prior to running the migration tool #5

Putting this in for a customer. The customer would like the ability to pre-create the MySQL v2 database prior to running the migration tool. The bulk of the migration time is in creating the new v2 instance (not spinning up the migration app or running the actual migration).

Due to the time involved, the customer wants to create the database during the day and simply run the migration tool during the maintenance window after hours.

We have created an issue in Pivotal Tracker to manage this. Unfortunately, the Pivotal Tracker project is private so you may be unable to view the contents of the story.
