[Improvement] Move Custom Reports routes to CustomReportsBundle

Currently for studio to work, it is necessary to have custom reports enabled.

We should move the custom report routes to its original bundle.

Consequences would be that we need to add zircote/swagger to the core dependencies:

Rest can be pretty much the same as enabling studio in any other bundle.

Or should we extract custom reports to an own repos?

Just to keep that in mind- we use reports in copilot as well. If we extract them to a separate bundle, we could probably extract the corresponding custom report actions to that bundle as well, if we want to.
