fix "Missing download info for actions/upload-artifact@v3" error

using the latest versions of packages is nice and all but this is
running node.js on the CLI to generate static HTML. the only way i
can imagine an out-of-date package being compromised in this environment
is if the git repo, itself, were compromised, but if that were the case
you wouldn't needn't need to exploit an out-of-date package, anyway,to
do damage
