Exception "Instance of SmallInteger did not understand #at:ifAbsentPut:" when re-opening PharoLauncher settings section in dev mode #685

To reproduce the bug:

Activate the dev mode
Close the PharoLauncher settings section
Close the launcher
Open the launcher
Go to the PharoLauncher settings section => bug

Version: launcher 3.2 new installation, on Windows 11 Pro.
