Add Harfbuzz-Cairo integration packages to baseline

Harfbuzz 7.0.0 in 2023 added hb-cairo, an integration library with cairo. I implemented FFI bindings to it, in Alexandrie-HarfbuzzCairo and Alexandrie-HarfbuzzVariableFonts, and tests.

If the Pharo vm starts to come with Harfbuzz-Cairo, we can add these packages to BaselineOfAlexandrie, and consider using the new features this lib provides. This may happen soon if I understood well from @tesonep. that bleeding edge VM already comes with this library (didn't test it).
