Where to implement CMAC for SIV? #61

As mentioned in an issue a while back, GCM-SIV is not SIV. I'd like to also add SIV, however it is constructed from CTR and CMAC. Now the question arises, if I were to implement SIV, where should I put the CMAC implementation? Semantically, it belongs to noble-hashes, but it is my understanding you want this to be a zero-dependency lib (which I endorse). |

It's cipher-based mac, so probably in ciphers. |
