Review Charter Changes

Agenda+: Currently we have two charter proposals moving towards consensus

There are currently two PRs on the charter that we have added the call-for-consensus tag to. My hope is that any requests, changes, and questions can be settled before moving into the real-time meeting and in the meeting itself we can have a short period to review these changes.
