add xml as allowed file extension #939

could we have .xml added as an allowed file extension (assuming Nick T doesn't disagree)?

I tried to ingest with the extension as .txt, but got a "File extension doesn't match detected filetype xml" error,

and with extension .xml I got "Unsupported file extension xml"

NickWardPDSC assigned NickWardPDSC, johnf and nthieberger
