Analytics: Run Storage Server without being a Service Node #362

Allow Storage Server to run without needing to be an active Service Node and allow it to do reachability tests so it's possible to take the results and display it for example, on Block Explorers for diagnostics.

I believe starting ss with --force-start used to make ss run without being staked for early testing
