This is more of a note rather than a fully realized bug report, but I think that the web view reload in Cookie Monster might no longer be necessary. At least on Anki 2.1.7 it seems like cookie support is working fine without performing a reload. However, more extensive tests might be needed to confirm this.
The reason why I'm mentioning this is that the reload seems to be the cause of some incompatibilities with other add-ons that also patch the web view, e.g. in krassowski/Anki-Zoom#2.
BTW, have you considered submitting the changes in Cookie Monster to Anki proper? I'm not sure how Damien stands on this, but I think it would be a fantastic boon for Anki's deck creator community to have built-in support for cookies. It would definitely open up new doors in terms of what is possible with card templates.
