Notifications are not going to email

Both PD & OSM database projects:

Mappers have reported that they never received emails notifying them of invalidation or comments on their tasks as is normal for the tasking manager. This led to some workflow challenges with PD Map as mappers were unaware that their tasks had been invalidated, slowing down the process.

Notifications within the Tasking Manager still seem to work, just not sent to email. Based on my own email notifications, this seems to have stopped with the TM update in early 2023.
