context: https://welcome.openstreetmap.org/working-with-osm-data/humanitarian-campaign/

now "to contact the local OSM community via the email list for that country" ( links to https://lists.openstreetmap.org/listinfo )

But some country still has a google-groups based mail list:

imho linking to the wiki page is better:

( + https://github.com/osmlab/osm-community-index will be usefull see: #26)

Didn't Brian put a fair amount of work into a "contact the local community" feature for iD already? Could any of that be used here? I guess we'd need to find out "which country" first of course, but still.

Edit: Ah! I see the last line of the comment above links to it. Ignore me...

Agree that integrating the excellent community index is the best approach. That could be done with some in page javascript, or a link to a query service.
