Broken map downloads can not be resumed

Being able to stop and resume map downloads is already a nice feature. Even nicer would be to be able to resume broken downloads due to slow networks or disconnections. This is especially important when one attempts to download large maps over expensive and slow cellular networks or poor quality wifi signal.

Few suggestions or feature options:

1. If a download breaks, get go to the "paused" state instead of the "not downloaded" one
2. Retry automatically a few times before giving up
3. Have a different user interface state for a broken download
4. Show a notification when a download breaks

The minimum would be option 1. while all the others would be nice to have!
