Support iD map routes

Support out-of-the-box iD routes, ala macrocosm

While this adds some code that we don't need, it's allows much easier compatibility with upstream iD and also upstream Macrocosm.

Also an open question: I think at some point we should fork Macrocosm and then move our OR-specific routes into the new fork, making it the new opengovt/openroads-api. When is a good time to do this?

Yes, agree with this. Would be much cleaner and allow us to maintain both projects better.
In terms of timing, after the stats and error endpoint, the OR api should be stable.
