Create A Common Lisp library for sqids

Hi
I create an new library for sqids in cl-sqids.
The code in the repository works, but there the documents are absent. I will add the document later.
But I would like to have an official repository under the group sqids, so more people can help to make it better.

Thanks for the work in progress. Looks like it could use some tests and docs. I'll update the website once the repo is fully working.
