Save HSM templates in draft mode

To have a save as Draft option for HSM before sending for approval.The issue is different team members make HSM and the HSM requires internal approval before sending for WhatsApp Approval.Currently not able to do that as there is no save feature.

A save as Draft option for HSM that will allow for internal review of template before sending to whatsapp for approval.

Have tried making template on Excel but does not give a clear preview of the HSM
