It would be VERY convenient to have an org level option that when checked allowed any action for private repos in an organisation to access that organisations packages. This should apply for actions and dependabot.
Currently these are configured on a per repo setting and if you add a new project and an internal dependency tree there are a lot of places to configure when adding a new package.
