I have created a repo for Hacktoberfest 2023 based on an annotation part of my NLP research related to the Sinhala language. Several contributors had already contributed to that repo, and the pull request they completed had shown in their Hacktoberfest profiles with a 7-day waiting period. But yesterday I knew the repo was excluded from the Hacktoberfest event.

I need to know,
1. What is the reason for excluding the repo?
2. Can I get back the repo to the Hacktoberfest event and how?
