However, is it possible to generate a key (entitlements) to grant access instead of knowing their GitHub username?
A use-case for this is that an organization buys access to my private package repo, and that organization should get access. I can't go through and add every GitHub user or expect that organization to have a Github organization.
I.e., I want to be able to generate ":_authToken"s and distribute them manually per email.

I see that I can give access to a private package on Github packages by adding their github username: https://docs.github.com/en/packages/learn-github-packages/configuring-a-packages-access-control-and-visibility
