Dependabot configuration has an open-pull-requests-limit option; however, that option is per updates entry, and appears to work completely independent of other entries. This means that if my repository has many entries (for example, multiple subprojects in a monorepo), we can end up with lots of PRs at once (𝓃 entries × 𝓂 open-pull-requests-limit per entry).
Is there a way to limit the global number of PRs per repository for dependabot? Having too many dependabot PRs drowns out the actual-people PRs (for example, hypothetical human contributors).
