Difference between pull_request and pull_request_target GHA triggers

I am trying to get my head around the difference between pull_request and pull_request_target GHA triggers.

According to the documentation:

This event runs in the context of the base of the pull request, rather than in the context of the merge commit, as the pull_request event does.

Does this mean the workflow that will be run will be the one checked out from the default branch? (and not from the branch of the PR if the author has modified the existing workflow file?)
