As a open source author, I do all of my development on 'hobby time' because I have bills to pay and my meager sponsor $ don't cover my costs. My area of focus is performance optimization and I have found many opportunities to optimize important open source projects such as zlib, giflib, libjpeg and others. These improvements would save countless $ worldwide due to their ubiquitous daily use in billions of devices. I've contacted the owners of several repos only to get the "submit a PR" response. There is zero incentive to submit a PR. I've already had my PRs either sit unattended (forever) or get rejected because they differed from the author's vision. A much more sane arrangement would be for companies that need the fastest possible code to offer performance bounties complete with test code which verifies the results. Payouts could be offered through Github sponsors. A central source such as Github would make the offers easily discoverable and validate the payers.
