Creating First Package Prerequisites.

On the packages Page ( ?tab=packages) I was going to create a package,tokens etc.

I get this page with "choose registry", but actually nothing to click on, except "learn more", leading to documentation.

Either this is not the place to do anything, or it's missing prerequisites without telling anything about it. I feel lost.
