opsgenie_alert_policy does not have and 'order' parameter to set gloabl policy order

There is no way through Terraform to control order of Global alert policies.
The resource 'opsgenie_alert_policy' does not have an order parameter.
When global policies are created through Terraform, using Opsgenie UI or API to re-order created policies is inconvenient.

There was a previous issue for the same need, that has been closed for a bad reason.
I've proposed #388 a year and half ago but it has never been reviewed 😒

I've finally moved to Pulumi using a dynamic resource provider to add info this abandoned provider doesn't handle (e.g. policies details, integrations alert filters).

Note my TF provider PR should probably be fixed since the API sometimes applies a different policy order than the one requested if mixed with manually managed policies. My dynamic provider tries to handle this but it's far from perfect. I won't spend more time on my PR to fix something no maintainer cares about.
