Rebuild manpages when they change on master

After openzfs/zfs#17246 was merged, I was eagerly watching for zfs-rewrite.8.html to appear so I could point a couple of people at it. Alas, it has not.

I'm guessing that there's a manual button to press to update it? If so, can someone please hit it? And then, would it be possible to make it run when (say) anything under man/ changes, or, make it so other people can press the button? Can I help?

(showing that I'm alright at kernels, less good at webthings 😄)

Thank you for idea! In #546 I've:

• fixed CI (netbsd broke it)
• added a way to run publish manually (now there's a button for this here https://github.com/openzfs/openzfs-docs/actions/workflows/publish.yml )
• added a periodic run (nightly)

We may add a job in main repo to trigger build in docs repo, in addition we may want to parse if there's changes with module parameters and ask to update https://github.com/openzfs/openzfs-docs/blob/master/docs/Performance%20and%20Tuning/Module%20Parameters.rst
