Some downloads aren't updating #52

On S3, I see that the following files aren't being updated:

bills.json
law-changes.json
schedule.json
video-index.json
from_legislator/*

Figure out where the problem lies (are they being updated on Machine, and not syncing?) and fix it.

Zero of these files are being created. So that's the culprit. Or, rather, those are a bunch of different culprits.
