Bill summaries take too long to populate #46

Moving away from scraping was great, but Summaries.csv doesn't update often enough. At this moment, it's 4 hours old, leaving over 100 bills without any summaries.

Seems to me that we can't rely on this file when bills are being filed, only to update existing bill summaries. This needs to be interwoven with the scraper somehow.

Looks like the file is updated every 4 hours.

Maybe run the scraper only for bills that are missing summaries, and not to update the summaries?
