Resolve the problem of blocking bills when legislators are missing #45

When a legislator hasn't been added to the database, their bills aren't added. This is a pain. Seems like they should flow in anyway.

See #32 for one potential solution to this.

Maybe we create a stub legislator entry? Reduce the MVP for a legislator's entry? I'm not sure.
