Right now, we're pre-caching bills. That's a fine start, but there's a lot more than can be precached, including legislator records and comments.

Capture whether it's floor video, improve comments

Handle committees, fix dates

This gets committee data for all Senate committee videos (#33), which
also deals with the problem of views dated 1969 (#55).
