[BUG] Newly saved panel additions disappear when a filter is added until the page is refeshed #9527

Describe the bug

If one adds a panel to a dashboard then saves the change then adds a filter after saving the new panel will disapear (not 100% of the time but very frequently)

To Reproduce
Steps to reproduce the behavior:

  1. Go to a dashboard that already exists
  2. Click on edit
  3. Add a new panel
  4. save the dashboard with the new panel
  5. add a filter after the save is complete
  6. the new panel should no longer be visible until the user refreshes their page

Expected behavior
The newly saved panel should remain present when the filter is added

Note: second to last image shows what the dashboard looks like before refreshing the page, where one cannot see the new panel
and the last image shows how the dashboard appears after refreshing the page
