Describe the bug

In Discover, when query:enhancements:enabled is set, but home:useNewHomePage is not, there are 2 filter buttons:

To Reproduce

  1. Enable query:enhancements:enabled and disable home:useNewHomePage
  2. Go to Discover and see 2 filter buttons

Expected behavior

Only 1 filter button

OpenSearch Version
2.19.0

Dashboards Version
2.19.0
