When dealing with Issue #3, cases where multiple multi-year datasets contain the same year is not handled. Currently, this could occur if a particular table type is in the Stanford data AND is released by a police or state agency.

In the initial release, this may not be worth handling due to its rareness and the updates that would be required to the UI
