Work with Alameda County for hosting

As a representative of ACCCC, I want Census Events hosted on infrastructure managed by Alameda County, so that hosting costs and management responsibility are on the County.

As a developer of Census Events, I want to continuously deploy the app on County infrastructure so that I can quickly deliver features without worrying about infrastructure.

Acceptance criteria

• Infrastructure is identified
• Responsibilities between the two groups are clearly defined
• A path for continuous deployment is identified
• Stories are created for any follow-on work to make the app compatible with County infrastructure

@ashley-renick we just wrapped up a quick call with the County IT folks. They were in support of using Heroku (a cloud-based platform-as-a-service), which will handle all the infrastructure needs for us. County IT folks will be able to provide an acgov.org CNAME to point to it. The rest is on your team at the Complete Count Committee.
