[Weka] Skipping package OpenmlWeka because it is not compatible with Weka 3.8.4

Hello,

I was not able to use openML-weka on Weka. I installed it but it does not work. When I checked the log, it says what's said in the title of this issue.

I try Weka 3.8.3, 3.8.4 and 3.7.13 on both MacOS and Window and all of them don't work. I also try to use the earlier versions of openml-weka and they don't work as well.

I remember a few months before I was still able to use openml-weka on the exact setting I am having now, but it just doesn't work anymore.
