Add built-in Ethstats module #642

Currently we use xdaichain/ethstats-agent docker image to be able to connect OpenEthereum node to Netstats server.

We need to implement a built-in Ethstats module like it is done in Nethermind: https://docs.nethermind.io/nethermind/ethereum-client/configuration/ethstats

So, after that we wouldn't need to use external Netstats client to connect to Netstats server.
