Port a few helpful RPC APIs to OpenEthereum from Nethermind

In Nethermind client we have Admin and Debug RPC modules which would be great to see in OpenEthereum:

We need to add them to OpenEthereum with the same behaviour like in Nethermind:

• Admin: https://docs.nethermind.io/nethermind/ethereum-client/json-rpc/admin - we need all methods except admin_prune.
• Debug: https://docs.nethermind.io/nethermind/ethereum-client/json-rpc/debug - we need to add only debug_resetHead method from the entire list.

Note that OpenEthereum already has debug API, but containing only one method (debug_getBadBlocks).
