Implement EIP-3675

The checklist with current status of EIP-3675 implementation for the Merge. Currently we ignore some of the points related to the transition assuming that the node starts running from the state finalized after the Merge.

• Add TERMINAL_TOTAL_DIFFICULTY, TERMINAL_BLOCK_HASH and TERMINAL_BLOCK_NUMBER configuration parameters and checks that the state, node is running from, corresponds to these values (to be discussed)
• Update block validation according to block validity (ignore transition block validity rules)
• Update reward mechanism (Block and ommer rewards)
• Update forkchoice rule (Forkchoice rule)
• Remove block gossip mechanism as well as handlers to process incoming new blocks messages (Network) - Implement block gossip deprecation for TheMerge #622
