GH Pages is not turned on for private repos by default, but it seems possible:

To publish a GitHub Pages site privately, you need to have an organization account. Additionally, your organization must use GitHub Enterprise Cloud.

If approval is slow in coming (#4), having a way for approvers to see the current state without running jekyll locally could be valuable.
