Support links in the comments field

Any HTML included on the comments field is URL-encoded before displaying, which makes it impossible to embed links. What we're doing now is including URLs parenthetically, but even those aren't clickable. At a minimum, make links clickable. Better, stop URL-encoding the comments field contents.

While solvable, this is non-trivial, since the text is populated via Handlebars (a Mustache clone).
