Implement Disqus for per-dataset discussions

Presumably it's best to limit it to individual datasets, to avoid confusion. If people can post comments to each state, to each type of data, and to each dataset, I think we'll have concurrent discussions about the same thing occurring at multiple URLs.

The need for this was raised by #75.
