Here in the bay area BAAQMD http://www.baaqmd.gov/ has air quality sensors that collect things like particulate matter for studying how healthy air is.
@marishaf has been working with them to try and get them to open their data so that it can be made more user friendly, but has ran into issues where they aren't comfortable releasing data. This particular case sounds like something the USODI might be able to help with, e.g. assuring them that they wont be fired for opening up the data.
Their concerns are regarding how their data is going to be used, e.g. they want to license the data in such a way that if the data is misrepresented by a third party they want to make sure they aren't at risk.

The data in question is available at http://gate1.baaqmd.gov/aqmet/AQSiteMonthly.aspx, and could potentially be scraped, but it might be better to work with them directly.
