How should these tasks be divided up?

Of the three main classes of tasks ("Enhancements to Core CKAN," "Making CKAN Fully 'Cloud Ready'," and "Web-Based Workflow for Creating and Managing Cloud Instances"), can each be done as relatively stand-alone projects, bid out individually? Can or should any of those be further divided up?

I think they can all be broken up into distinct work packages. I was going to comment on the individual items in the document (and have asked others on the CKAN core team to take a look too).

Would you prefer comments/feedback as an issue per bullet point?

Well, beggars can't be choosers. Frankly, you could send feedback via telegram and I'd be thrilled. :) That said, I suspect that an issue per bullet point might make it easier for others to join in on the discussion.
